Meet: Mohamed BAH

Director of Precious Minerals Trading

Mohamed is a professional Civil and Mining Engineer and holds a First-Class Bachelor’s Degree in Civil Engineering from Fourah Bay College, University of Sierra Leone, an Executive Master of Business Administration from Quantic School of Business and Technology in the United States of America, a Master of Science in Mineral Resources Management from Camborne School of Mines, University of Exeter, in the United Kingdom and a Master of Engineering (with Distinction) in Mining and Geology with specialization in Geotechnical & Environmental Engineering from Wroclaw University of Technology in Poland.
Mohamed is a certified Rough Diamond Grader from the International Gemological Institute in Antwerp, Belgium, and also holds a Diamond Pipeline Certificate from De Beers Institute of Diamonds in London, United Kingdom.
In his current role as Director of Precious Minerals Trading at the National Minerals Agency (NMA), Sierra Leone, Mohamed is responsible for implementing the Kimberley Process Certification Scheme in ensuring that Sierra Leone meets its obligations under international law. This includes; designing internal controls, monitoring and inspecting the production, export, import, and transit of precious minerals within and out from Sierra Leone.
Mohamed is responsible for managing, coordinating, directing and planning the operations of the Directorate in order that the objectives defined in the Agency’s Strategic Plan (2020 – 2025) are met. This includes the preparation and assessment of strategic objectives and performance criteria for the Directorate as well as for staff under his direct supervision.
Before becoming the Director of Precious Minerals Trading, Mohamed was the Chief Inspector of Mines at the NMA. He was responsible for developing strategies for mining compliance monitoring and inspections. He conducted regular inspections of mining operations including in particular health and safety audits. He developed a system to respond to violations of rules, regulations, and policies and reported serious incidents to NMA management for possible suspension of operations or cancellation of mineral rights.

Before joining the NMA in 2013, he was a Government Mine Engineer at the Ministry of Mines and Mineral Resources. He was responsible for managing the Mining Cadastre Office to help facilitate the application of mineral rights and minerals trading, managing mineral rights, and updating the Government of Sierra Leone Online Repository.

As part of his Civil Engineering professional career, he worked at Sierra Rutile Limited (SRL) as a Mine Development Engineer responsible for designing and supervising the construction of dams, spillways, haulage roads, and culverts. He ensured that mining practices reflect safe operational levels.

Mohamed is a corporate member of the Camborne School of Mines (CSM) Association; the Federation of European Minerals Programme (FEMP); the Profession Engineers Registration Council (PERC) and the Sierra Leone Institution of Engineers (SLIE).
