Meet: Ibrahim S. KAMARA

Director of Communication & Community Affairs

Ibrahim Satti Kamara is a distinguished communications strategist and community development expert, currently serving as the Director of Communications and Community Affairs at Sierra Leone’s National Minerals Agency (NMA). Renowned for his commitment to fostering transparent and inclusive engagement, Mr. Kamara plays a critical role in bridging the gap between mining sector stakeholders and host communities.

With a career spanning over two decades, Mr. Kamara has made significant contributions to public relations, grassroots engagement, and sustainable development in Sierra Leone. His leadership has been instrumental in implementing transformative community engagement initiatives throughout the country’s mining regions. He is especially recognized for empowering communities to actively participate in dialogue on vital issues such as land acquisition, crop compensation, community development agreements, and conflict mediation.

Mr. Kamara’s educational background includes a Master of Arts in Mass Communication from Fourah Bay College, University of Sierra Leone (2012), a Master of Arts in Peace and Development Studies from Njala University (2008), and a Bachelor of Arts (Hons) in Political Science from Fourah Bay College (2002). He has also completed specialized professional training in local content, community rights, contract negotiation, human rights, and program management from renowned institutions in the United Kingdom, Zambia, Switzerland, and Sierra Leone.

His extensive professional experience includes key roles such as Communication Manager and Director of Community Affairs at the NMA, Community Outreach Coordinator at the National Commission for Social Action (NaCSA), Human Rights Officer with the United Nations Integrated Office in Sierra Leone (UNIOSIL), as well as editorial positions in leading Sierra Leonean newspapers. Throughout his various posts, Mr. Kamara has demonstrated exceptional abilities in policy development, stakeholder coordination, staff management, and strategic communication.

As Director at the NMA, Mr. Kamara is responsible for developing and implementing policies that promote community rights, ensuring agency values are upheld, managing staff, and fostering cooperation among government, mining companies, civil society, and local communities. He is dedicated to advancing sustainable practices, building stakeholder trust, and protecting community interests in resource governance.
Mr. Kamara resides in Freetown, Sierra Leone, and is renowned for his advocacy of transparency, rights-based approaches, and inclusive dialogue within the extractive sector
